K. Michael Webdale, Jr, CPA

President and CEO


An experienced CPA, Mr. Webdale has worked in the healthcare industry since 1992. Mike performs all aspects of onsite Medicare wage index support, educational lectures and training seminars.

Mr. Webdale also works with hospitals on our Medicare Bad Debt Recovery Service, Form S-10 analysis for DSH and other areas of revenue enhancement. In addition to providing exemplary client support regarding reimbursement issues, He also calculates and projects area wage indices from annual CMS updates.

Mr. Webdale’s organizational involvement includes active memberships in the Healthcare Financial Management Association (HFMA), the American Institute of Certified Public Accountants (AICPA) and the Arizona Society of Certified Public Accountants (ASCPA).

DANIEL M. SILVER, MHSA, FACHE

Vice President


Mr. Silver began his career in the healthcare industry in 1990, specializing in managed care contracting and compliance at two large integrated-delivery systems in Los Angeles and Chicago. Mr. Silver joined R-C Healthcare Management in 1993 and currently serves as Vice President and specialized wage index expert consultant.

Mr. Silver has proven expertise in hospital revenue cycle and reimbursement including Medicare wage index and bad debt issues, DSH payments, the analysis of specific hospital payment factors and validation of expected payments, regulatory updates, and database analysis and reporting

Mr. Silver is a certified Fellow in the American College of Healthcare Executives (ACHE), a past president of the Healthcare Administrators Forum of Arizona (HAF), and past president of Arizona Healthcare Executives, and current member of the Healthcare Financial Management Association (HFMA). He holds a Master’s Degree in Health Services Administration from the W.P. Carey School of Business at Arizona State University.

ERIC F. WEBDALE, MHSA

Mr. Webdale has been working in the healthcare field since 1992. He specializes in all areas of Medicare and Medicaid reimbursement, including wage data submissions and revisions, wage data analysis, identification and submission of unclaimed bad debts and the implementation of procedural safeguards to prevent future unclaimed bad debt accumulation, Medicaid recoveries and cost avoidance, analysis of Form S-10 in regard to DSH payments and facilitating appeals with the fiscal intermediaries and CMS.

Eric is an experienced consultant in various areas of hospital accounting, including insurance and other third party liabilities, credit balance audits, the Medicaid Buy-in program, billing, casualty and estates recovery and accounts receivable. He has conducted extensive research involving healthcare trends.

Mr. Webdale has advanced degrees in Health Services Administration and Accounting and has been an active member in good standing of the Healthcare Financial Management Association (HFMA) and the American College of Healthcare Executives (ACHE) since 1995.

ARNOLD P. SILVER, CPA, FHFMA

Chairman and Founder


Mr. Silver has been active in hospital financial management since 1958. In 1990, he co-founded R-C Healthcare Management Services to specialize in hospital revenue enhancement. The company is an affiliate of Rate Controls Publications, Inc. which published the highly-successful healthcare industry newsletter, Rate Controls, for more than 20 years and which currently publishes quarterly hospital inflation data on the R-C Healthcare Management website.

Mr. Silver's distinguished background includes CFO positions at Samaritan Health Service in Phoenix (17 years), Illinois Masonic Medical Center in Chicago (6 years), and the University of Pittsburgh Medical Center (5 years).

In 1974-75, Mr. Silver served as the National President of the Healthcare Financial Management Association (HFMA), and was a charter member of its Principles and Practices Board. In 1978, he received the HFMA's highest honor, the Frederick C. Morgan Award.

Mr. Silver is a senior specialist in wage index consulting and has been handling all facets of the wage index review and improvement process since launching the firm.
